		<description>Very interesting and well written article. I know for a fact that apathy has dug it&#039;s claws into my tiny department. We only have seven patrol officers, and while there are some that still go out and kick ass and chew bubblegum, there are a couple that sit idly by, watch the clock until lunch, eat and then sit until end of shift. Fortunately I don&#039;t have any of them that work directly for me, but it&#039;s a struggle to keep my shift motivated. They work hard and get no recognition, and the others slack off and get no punishment. 

Ah well, we&#039;ll just keep on marching on midnight watch.</description>
