The ability to practice (and document that training) positively identifying drug paraphernalia, syringes, or common weapons, are critical skills for officer survival. This is not only true during the street encounter, but also in the Court of Law.

To succeed at charges stemming from a Terry stop (investigative detention) that results in a frisk, officers must be able to articulate a particularized belief the subject is involved in criminal activity. This justifies the stop. To make a lawful frisk (patting of the outer clothing for weapons), the officer must articulate a reasonable belief the subject is armed. Finally, after meeting the first two requirements, an officer must be able to immediately identify the contraband through an open-handed pat-down to be able to legally enter into a search of the subject.

Final Thoughts

When I started in law enforcement nearly 19 years ago, the only training props were firearms or knives. Originally these were crudely constructed out of cast aluminum. At about that time the first polymer training aides were coming into the training arena, and in the next few years there were even options for many of the most popular handguns on the market.

However, there are many other weapons that officers routinely come into contact with and are just as dangerous as firearms or knives. In addition, the ability to identify contraband, like smoking pipes or syringes, is also very important, but was missing from the traditional training props.
